I wish I could give this company zero stars. I've been living in a neighborhood for two years managed by UPA and to say I'm disappointed in them as a company is an understatement. We have had three different managers in the time I've been here and none of the them seem to have read the rules set up specifically for our neighborhood. When I moved in here it was with the full knowledge of United Property Associates and Barberton Apartments that I was doing so with the assistance of Virginia Beach Community Development Corporation while I await a HUDVash voucher. VBCDC is being funded by a program through the Department Of Veterans Affairs Which means you're most assuredly guaranteed your money and have been getting it the entire time I've been here. If there was an option to put zero stars that is what UPA deserves. They will charge you "late fees" in error and expect you to catch them on your own and manually deduct that difference from your water bill. My money is on that they hope you forget to manually do the math on your own and they pocket these "late fees" and will never mention it to you. They are unresponsive, rude, entitled, and couldn't care less about their properties or the homeowners that live there. I would advocate anyone and everyone to file complaints ... read more

Absolutely horrendous service. Kate Bockek is not only negligent in her management, but disrespectful to the time of her clients. I have had an active leak in my ceiling for over two months. After over a month of being unresponsive to efforts to locate the leak, she has cancelled the maintenance three times now. She has claimed that the repair will be done "no matter what" on several occasions and then becomes totally unreachable after the scheduled repair is "cancelled" at the last minute. AWFUL ALL AROUND!! I would give 0 stars if possible. The manager assigned to my neighborhood is rude and dismissive. They will write an infraction for the smallest thing, such as a nick in metal or a pinpoint size hole in a window screen. My property manager submitted a request for a parking decal twice (and has evidence of this), yet, it was never issued to me in the mail during covid. Absolutely ridiculous! I have contacted them in every way possible and have never received any return response. This company is an embarrassment to the neighborhoods it represents. More and more of my neighbors have moved just to be rid of the HOA management. I'm about at my limit. UPA should be ashamed of themselves.

Really poor customer service. If you are in a position to select a company for your HOA do not select this one. They don't, answer their phones or return calls. I would not recommend them for anything that involves communication.

Had the worst time getting ahold of this association to set up my account. Haven't had an issue with payments or anything so far but good luck trying to find anyone or getting anyone to answer your calls during working hours.
